city and even leave the city when the public housing is demolished. and the federal and state law, although they provide relocation benefits, do not provide a right to return. and, so, what often happens is tenants are given vouchers and told to go and find some housing. and because of the current rental market being so tight and so expensive, those vouchers really just don't get you housing in san francisco at all. so, these residents are forced to relocate out of the city and build entirely new lives. so, what this amendment would do would protect their rights to come back to their communities and retain those community bonds and that is a tremendously important thing. i also wanted to echo some of what sister stephanie was saying about the gentrification issue. 35% of people in san francisco subsidized housing are african-american so, this is a tremendously important issue for preserving the african-american population in san francisco. and as we're all aware, that is a huge problem and it's a community that is shrinking every single year. so, this

jamba juice and all the others and the nonprofits as well as our city departments and you see the gleam in their eye that they can really be part of this community in san francisco, that's something i really do enjoy and i will continue enjoying that for this whole 4 years term, even though i will avoid all the politics as much as i can. but i want to begin by saying that since i started, as judy mentioned earlier, san francisco businesses have created 22,500 jobs as my start, including 13,000 new jobs in technology and industry alone. unemployment dropped from 9.6 when i started to 7.4 percent, third lowest in the state, and i said in other jurisdictions, i'll say it again, i think we contribute to marin and san mateo because we buy all the wine up north for all of our hotels and it's our airport that's keeping san mateo no. 1. so thank you very much for understanding that. but also to translate, that means 22,,000 or 25,000 san franciscoans are back to work and according to our federal labor department for the metropolitan area and just this area alone, we are the no. 1 job creator in

all the city departments have conducted site visits to the restaurant. the police department's had several complaints filed with them for a variety of issues related to noise of patrons and employees usually after the hours of midnight. the police department has investigated these complaints but has no ongoing issues with the tenant. the planning department has conducted visits based on noise and hours of operation. on those we found no violation on these conditions of approval. staff noticed though outdoor activity was open windows were open onto activity area, that may be contributing to some of the noise in the outside area. the department of public health received one complaint in late june. it was regarding patron noise. the department of public health only enforces the san francisco noise ordinance, which applies to fixed equipment noise. however, they did do a site visit and performed measurements on the rooftop and found the equipment is in compliance with san francisco noise ordinance. charles salter did another study dated september 7th, 2012 a
